Hot Ice is Sodium Acetate that when crystallized and formed into Ice that has a warm sensation when you touch it:

STEP 1.
Dissolve Sodium Acetate in a small pot of water.
STEP 2.- STIR
Keep adding Sodium Acetate to the solution and stirring so that it all remains clear. Keep doing this until you can no longer stir to a clear solution.
STEP 3- POUR
Pour the clear solution into a glass of any kind. Do not let any undissolved material get into the glass.
STEP 4- REFRIGERATE
Let the solution refrigerate for 30 minutes.
STEP 5-
Take out of the refrigerator and from you original bag of Sodium Acetate put a solid form of Sodium Acetate on a Toothpick
STEP 6- Nuclear Reaction
With the toothpick touch the surface of the solution with the toothpick therefore creating a nuclear reaction within the cool solution.
STEP 7- Feel the HOT ICE
